A bill providing for amendments to Animal Protection Law No. 5199 has been submitted to the Presidency of the Turkish Grand National Assembly. A bill providing for amendments to Animal Protection Law No. 5199 has been submitted to the Presidency of the Turkish Grand National Assembly. The proposal would give local governments the power to euthanize, or kill, animals that are rabies, infectious or incurable diseases, or that are prohibited for adoption.
It has come to our attention that this issue is being discussed and made into a fait accompli by politicians and ignorant circles apart from the real owners, the veterinary associations.
We know that almost all writers and poets have cats and dogs. Artists have more interest and love for other living creatures. Dr. Gülay Ertürk, chairman of the Veterinary Medical Association, told Gercekedebiyat.com. Gülay Ertürk made an important statement.
“You won’t find a doctor to perform euthanasia.”
Have veterinary associations been consulted about this legislation? Have they given any official opinion?
We did not consult the Veterinary Association or the Turkish Veterinary Association. We only explained the problem to previous politicians through informal means and tried to educate the public through the media… Neither the Chamber of Commerce, nor the affiliated unions, nor the members of our association, will perform euthanasia. The people who passed this law will not be able to find doctors to perform euthanasia.
What is your solution?
This law is not a solution, it is a painful prescription. To sleep is to take a life. If we just sterilize the ones we capture little by little over time, we will not find a solution. This problem can be solved by caring for them on the street, caring for them in nursing homes, and by sterilizing them all at once across the country.
Speaking of nursing homes…don’t they already exist?
Retirement homes should be established in neighborhoods, not in secluded places, so that animal lovers who live in the area can also visit. It brings peace.
Does the burden fall entirely on local governments?
There is no veterinary director in the municipality! If one was installed, the problem would already be solved. Just because a dog attacks on the street does not mean that a law will be enacted and the problem will be solved. Local governments need to approach this problem in a modern way, from the perspective of the whole environment and public health. By limiting the problem to sick and rabid animals, they are actually looking for a cover for euthanasia.
Veterinary offices should be established in large urban municipalities and branch offices should be opened in other municipalities. It should be studied systematically and scientifically.
Is there really no veterinary department in your local government?
No! In that case, the current law applies. There is a sterilization in the current law, but even if you sterilize two million animals in twenty years, or four million animals in twenty years, spreading it out over time is not a solution. It has to be instantaneous. It can be solved simultaneously in all municipalities. They say that this law has not been implemented so far. Well, it can’t be implemented without application. This cannot be achieved without the establishment of a department head.
But some people were upset. Society is in trouble!
Some parts are restless, but now other parts are restless too. The phone is not ringing, no one is sleeping all night. In other words, some people cannot sleep because animals are being killed. Their psychology is really bad. But no part of society is angry about the way we say it.
So, how will this end?
Rome, Paris, New York and London have 4 rats per person. Who knows how many will fall! But then again, they won’t be able to find a vet to euthanize them…
