Sir: In answer to the question contained in your letter of the 15th to-day, as to the privileges of contractors who are going to erect proxy buildings on your reservation, I must inform you that the provision of timber from the reservation, the use of sawmills in sawing timber, the procurement of natural products such as lime and hay, the use of proxy mowers in cutting hay, blacksmithing or the use of blacksmiths and tools, in short, any material supplied to the contractor or equipment provided in the performance of the work under the contract, should be taken into account at the time of entering into the contract and, if not made part of the contract, should be charged at commercial rates, the proceeds of which should go to the Treasury, as they would reduce the total amount payable for the erection of the building, and the portion derived from the sale of natural products from the reservation should be separated from the amounts arising from the use of mowers, blacksmiths, etc.

Teacher: I [enclose] I enclose a letter dated the 15th received from Agent Meeker, White River Agent, Colorado, in which he reports that about 20 acres of wheat have been grown this season at his new agency’s site, and that he intends to sow a larger area next year, and would therefore like to have a thresher provided. I would therefore be honored to request that you authorize this office to purchase a thresher at a price not to exceed $409, and to ship it to the said agency.

Sir: Here is the list. [enclosed] These are articles which have been estimated by you or your predecessors for the use of your institution during the fiscal year 1880, and which this office has not purchased under contract, and I inform you that his Excellency the Secretary of the Interior has authorized you to make an expenditure not exceeding $243.60 in the purchase of these articles in the market.
When the quotation was sent by our office to estimate the cost of goods and supplies for the said financial year, we advised you to estimate all items required by your company and to avoid emergency and open market purchases. In view of this fact, we inform you that henceforth, all such transactions are strictly prohibited except in cases where an unforeseen emergency is proved to exist, in which case our office shall be the sole judge. In case of violation of this order, the agent will be deducted from the public debt for the amount of expenditure.
