Though there were many police teams on the bridge, vehicles were not allowed to enter the bridge. A queue of vehicles was formed at the entrance to the bridge.
The Istanbul Governor reported that there had been private activity on the bridge and police had halted traffic on the bridge as a precautionary measure.

Interior Minister Ali Yerlikaya announced that the driver of the vehicle blocking the road on the July 15 Martyrs Bridge had been receiving treatment for bipolar disorder for the past year and a half and was detained after being persuaded by police officers.
At Martyrs Bridge on July 15, traffic on the bridge was closed in both directions after a vehicle bearing the letters SMA blocked the road at 10:14pm.
The car was being driven by RC Ç. It was discovered that the named person had been undergoing treatment for bipolar disorder for a year and a half.

In a statement on his social media account, Yerlikaya said traffic was closed in both directions on the July 15 Martyrs Bridge after a vehicle bearing the letters SMA blocked the road at 10:14 p.m.

Yerlikaya said in the post:
“It was discovered that the driver, RC C., had been undergoing treatment for bipolar disorder for the past year and a half. Police officers negotiated with him and he was persuaded to be taken away. The matter will be made known to the public.”
The bridge was reopened to traffic
The bridge was reopened to traffic after the suspect was detained by a police team.
The suspect was taken to Besiktas District Police Station for questioning and the car was taken to the Crime Scene Investigation Bureau.
The details of the action have been decided
According to information received, a police team noticed a vehicle parked on the bridge and when they went towards the car, they saw a person sitting in the driver’s seat holding a pin with a red cable attached to it in his hand.
The team reported the situation to the police station and closed Martyrs Bridge on July 15 as a precautionary measure. Meanwhile, Bomb Disposal and Investigation Directorate teams, reinforcement forces and negotiation police were deployed to the scene.
RCÇ, who was a passenger in the car, is said to have told the negotiating team negotiating his surrender that the state was resorting to such actions to help people with SMA and that he wanted to meet with state officials.
It was recorded that after negotiations which lasted for about an hour, the suspect was handed over to the police team.
