With the accession process stalled and no progress on key issues such as a systematic foreign policy dialogue, visa liberalization, and modernization of the customs union, the EU and Turkey need a positive agenda to guide their relationship. Given geopolitical developments and geo-economic changes, connectivity initiatives are prevailing as new foundations for cooperation, with the Middle Corridor a promising avenue to link Europe with Central Asia and beyond, facilitating access to transport and energy resources. Moreover, Turkey’s proposed Development Corridor further underlines its commitment to enhanced connectivity, offering a north-south axis for Iraq linking Basra with Turkey and extending to Europe with the Middle Corridor.
Turkey is poised to leverage its strategic location and strong network of relations, especially within the Council of Turkic Countries, to become an important potential partner in connecting with the EU.
