The main points of President Erdogan’s remarks are as follows: Today, we are participating with you in the Türkye Century Education Model Promotion Program. I would like to thank everyone for attending the meeting. I hope that our new education model will be beneficial for students, families, teachers, the country and the nation. I would like to express my gratitude to everyone who helped create the model. Before going into the details of the new model, I would like to state some basic facts. 21 years ago, when we began our journey of service to Turkey representing the will of our beloved people, we declared that one of our four priorities was education. We have kept this promise to this day.
The majority of the budget goes to education.
Just as we allocate a large part of our budget to education every year, this year we did not break tradition and allocated about 1.62 trillion lira to education. We act with the knowledge that every penny spent on education is a significant investment in Turkey’s bright future. We are working with all our resources to provide children with a better and more quality education in line with the times. The list of services we provide in the education sector is very long. It would be too long to describe just our efforts over the past year. However, I think it would be useful to share some figures as a summary.

23 in primary education and 22 in secondary education
We have taken comprehensive measures to strengthen equal opportunities in education, from conditional educational aid to increased accommodation and scholarships, from free food services to free textbooks and supplementary materials. Last year alone, 19.6 million study materials were printed and distributed. This year too, 20.385 million supplementary reference books reached students in grades 8 to 12. Since 2003, we have completed the construction of a total of 372,995 new classrooms, serving the education community. Last year, we introduced 13,000 715 new classrooms in our country. We have reduced the number of students per classroom to 23 in primary education and 22 in secondary education. In this ratio, we have caught up significantly with the OECD average.
Gone are the days when our citizens were humiliated because of the way they dressed, and looking back, I regret the unnecessary pain it has caused our country.
“We will strengthen our education forces.”
To strengthen equal opportunities, we have raised the enrolment rate for preschool and 5-year-olds to 95 percent and for primary education to 98 percent. We have become a large family with a total population of 20 million, about 19 million students, more than 1 million teachers and more than 74,000 educational institutions. Our family grows year by year. We are the government that appointed the most teachers in the history of the Republic. We have strengthened the teaching staff with 800,000 new recruits. In May 2023, we had 45,000 teachers and students at once. In this way, we made the largest teacher appointment in history. Similarly, we have completed the appointment procedure for 4,366 teachers with disabilities. We will further strengthen our teaching army with 20,000 new teachers to be appointed this year.
4+4+4 system
Our Ministry of National Education will carry out this process meticulously and transparently. We support teachers not only in their appointment but also in their personal rights and economic opportunities. As promised, we increased the teacher addition indicator to 3600. In the Fatih project, we installed 619,000 interactive whiteboards. We eliminated the coefficient gap in university admissions. Education was gradually extended to 12 years in a 4+4+4 system. We ended the practice of treating vocational schools as stepchildren.
Preparations have been completed for the law on the teaching profession and the establishment of the National Academy of Education, and we hope that debate will begin in Parliament soon.

“Family issues are extremely important.”
Our children are exposed to the imposition of world culture, and this year we have expanded the pool of optional values a bit more, adding topics such as politeness, etiquette and family in the Turkish social structure.
Change and innovation are the spirit and essence of education. Our education system cannot stand still.
We kept the promise we made to our people 21 years ago on education, and we are very well positioned not only in terms of infrastructure but also in terms of international indicators.
We hope that we will never allow the rights, laws and freedoms of our country and our children, our future, to be violated.
