Secretary General of the Presidential Association Dr. Metin Kıratlı was appointed by President Erdoğan as a member of the Constitutional Court. After the election of President Erdoğan, Kıratlı was appointed Deputy Secretary General of the Presidential Administration and later as Head of the Public Administration and Member of the Higher Education Council. He appeared in public five days ago with AKP Ankara Cantonment Deputy Chairman Serkan Korkutata. He claimed to have paid 168,000 lira for a meal for two in Bodrum. However, at Kıratlı’s request, more than 100 news items were blocked on the same day.
Following changes he made in his cabinet in the previous weeks, President and AKP Chairman Tayyip Erdogan revised the Social Complex and appointed new members of the Constitutional Court.
Erdogan was expected to appoint officials from the next presidential election after Emin Kuz, who was elected as a member of the Constitutional Court while serving as deputy secretary-general of the presidency by the 11th President Abdullah Gül in 2013, stepped down due to age restrictions on May 12. The quota for “senior administrators” as members of the Constitutional Court will be given for two months.
According to Article 6 of the Act on the Establishment of the Constitutional Court and Court Procedure, the top-level administrators can be any of the following: rectors, deans, acting deans of higher education institutions (YÖK), vice ministers, undersecretaries-general, deputy undersecretaries-general, ambassadors or governors, and the most prominent persons in public service must have been actively working for at least 20 years.
President Erdogan eventually elected new members and the head of the Presidential Administration, Dr. Metin Klatul, who was also appointed as a member of the Constitutional Court (AYM) by President Erdogan in 2018.
President Erdogan appointed Legal and Legislative Affairs Minister Hakki Susmaz as Klatulli’s successor.
Bekir Keres was appointed to the General Directorate of Law and Legislation in the Presidential Executive Secretariat.
News of blocking access to “Bodrum Paid Accounts”
Kuratul was last on the agenda with the news that he had paid 168,000 liras for a meal for two. According to Free Web Turkey, the news that Kuratul had allegedly paid 168,000 liras for a dinner shared between him and AKP Ankara Provincial Deputy Chairman Serkan Korkutata was blocked at Kuratul’s request.
Within the scope of the decision dated July 12 by the Ankara First Criminal Peace Court, access blocking orders were issued for more than 100 pieces of content consisting of news and social media posts.
Associate Professor Dr. Metin Kuratul?
He was born in Konya/Elerli on 14 February 1969. He completed his primary and high school education in Eleri.
He graduated from Ankara University Faculty of Law in 1990.
He studied foreign languages at the Public Diplomacy Training Program at the Turkiye Institute for Middle East Administration at the Goethe Institute (Berlin). He then graduated with a Master’s degree in Private Law from the Faculty of Private Law at the Institute of Social Sciences at Istanbul University of Commerce. He completed his doctoral studies at Kırıkkale University.
Kiratli began his judicial internship at the Ankara Court, serving as Judge Ulas, Çaldiran, Yalvaç and Manavgat respectively, and upon completion of his internship he was appointed to the Criminal Directorate of the Ankara Court in 2004. He joined the Ministry of Justice and served as an investigating judge, head, deputy head and head of the department.
Following the election of President Recep Tayyip Erdogan in 2014, he was appointed Deputy Secretary-General of the Presidential Administration. He has served as Head of the Presidential Administration since August 3, 2018.
He was appointed member of the YÖK by Presidential Decree dated 23 November 2018. He was also Chairman of the Advisory Board of the Centre for Applied Research on Mediterranean Basin and African Civilisations.
He speaks German fluently and is married with two children.
