Imamoglu responded: Why can’t the bill on stray animals be enforced?
İmamoğlu responded by saying that the bill cannot be implemented because:
>> Even the existing law has not been fully implemented, the relevant administration has not opened a sufficient number of shelters, sterilizations have not been carried out, personnel and resources have not been allocated, and the relevant ministries and agencies have not provided the necessary support in this regard.
>> It is true that some citizens are attacked by stray animals, especially in some areas, but the desire is to impose the same practice everywhere without analysing in which areas these incidents are concentrated. We have many regions, cities and districts where the welfare of animals and humans is ensured and this balance of life is achieved very well.
>> So far, adoption work has not been done well. Although there are many successful examples in this regard, widespread and effective incentive activities have not yet been carried out.
>> It is true that it would be impossible to herd stray animals to shelters within the time frame covered by the bill, and that such herding would further increase the population.
>> Reducing or eliminating dog and cat populations in some areas upsets the biological balance and leads to the proliferation of other rodents and wild animals. There are many examples of this around the world.
>> Illegal or unregulated pet sales and breeding are not regulated.
>> There has been no inspection or crackdown on local governments that do not do the necessary work on this issue, and the ministry has not intervened when necessary.
>> The budget required to implement the new proposed law is much larger than the budget required to implement the current law.
>> Most importantly, there is the serious damage caused by legally putting to sleep millions of these creatures that we have tamed over a long history and that have become part of our lives.
Proposed solution
“The solution is to act with common sense on this issue and prepare applicable laws rather than taking measures that will actually create other problems,” Imamoglu said, adding:
“It means implementing, one by one, the measures provided for in the current law but not implemented in practice: leaving and tracking the socialized and rehabilitated animals where they were taken with the help and support of volunteers,” he said, recording them, chipping them, “caring for them, vaccinating them and disinfecting them. And the implementation of practical practices that are in keeping with our culture, with special attention to problem areas, should be the basis of the ‘Embrace’ approach. With our traditions, vitality, humanity, and infrastructure, manpower and resources, including the Ministry.”
