BREAKING! According to a decision published in the Official Gazette yesterday, the head of Istanbul Provincial Health Department, Professor Fahrettin Koca, who had been in the position for six years and had sought amnesty, has been appointed as the new head of the department. Dr. Kemal Memisoglu has been appointed.
Koca was one of the first names in the cabinet established after the transition to a presidential system.
He was one of the cabinet members who attracted the most public attention for the tasks he undertook, particularly during the pandemic.
The handover ceremony was held at the Ministry of Health today.
Koca handed the duties over to Memişoglu.

Fahrettin Koca’s statement is as follows:
This is not a farewell speech. My responsibility to the people continues.
I would like to thank the president for giving me this opportunity. I adopted an understanding of service that embraces all citizens, regardless of their positions or opinions. Essentially, we sought to fulfill the requirements of the courageous decisions made at that time. Our efforts at the city hospital were one of them.
I took office on July 10, 2018. I came to this position with some principles. Our Ministers of Health were people who worked unobtrusively, like doctors. My period was a time of painful and shocking events. We experienced the pain of the Elazig earthquake. The COVID-19 global pandemic hit on March 11, 2020. The Kahramanmaras earthquake was a great trauma. In these three incidents, we faced severe tests. I believe that our health system passed these tests successfully.
Thanks to the achievements of white reform, the problem of violence in medicine has been largely solved. We have provided medical workers with the right to receive services under better conditions. We have significantly improved their personal rights, including retirement. We are well prepared to meet the needs of medical professionals to the fullest extent possible.
I now hand this trust over to you. I hand over to you a new project that will completely eliminate our country’s dependence on foreign vaccines.

First of all, as I take over the responsibilities of the Ministry, I would like to express my gratitude to the President for this noble task.Turkiye has achieved great developments and revolutionary successes in the health sector over the past 22 years.
I would especially like to thank our medical staff for their dedication and service. Both patient and employee satisfaction are our priorities. Today, Türkye is one of the world’s leading countries in medical services. One of Turkey’s biggest goals for the future is not only to provide medical services, but to create medical technologies and become one of the world’s leading countries in this field.
Transfer of Ministry of Environment, Urbanization and Climate Change
Mehmet Ozaseki, who asked for amnesty due to health problems, will hand over his seat to Murat Kurum, who was appointed in his place following a decision published in the Official Gazette.
Mr. Ozaseki’s remarks are as follows:
I will continue to do what is right for me, if it is applicable to me. However, if I am called, I will try to be close to my brothers and do what is right for our country and nation. I pray to God that my dear brothers will be spared from difficult work in the future.

Our country is an earthquake-prone country and we do not want to experience this pain again. We will strive to fulfill our obligations and keep our promises to deliver the homes of our brothers and sisters who have been affected by the disaster in these states, especially the 11 states.
We want to achieve seismic transformation. The fires we experienced in Izmir and Balıkesir are one of the most important task areas of our Ministry in the fight against climate change. We will increase green spaces. We will take measures within the framework of adaptation and adjustment to climate change, including the Zero Waste project.
