The General Directorate of Information and Communications, Center for Countering Disinformation, said in a report that the claims made by some media outlets that “the Constitutional Court has stripped President Erdogan of his power to appoint the Central Bank Governor and University Presidents” are not true, and stated the following in a statement on social media platform X:
The claim made by some media that “the Constitutional Court has invalidated President Erdogan’s power to appoint the Central Bank Governor and Governors” is not true. The Constitutional Court made a decision on the application for the invalidation of Decree-Law No. 703. The Supreme Court rejected the request for invalidation of the entire regulation, but decided to invalidate some provisions of the regulation. This Decree-Law regulates 2,375 articles. The Constitutional Court’s ruling invalidated only some of these provisions. The invalidation decision on the appointment of the rectors and the Central Bank Governor also resonated with the public, but the reason for this is that “they should be regulated by law, not by decrees.” Therefore, there is no revocation on the merits. The Court decided that the decision will come into effect 12 months from today. Therefore, there will be no change in the existing practice. The Presidential Decree on the Appointment Procedures for Senior Administrative Officials and Public Institutions and Organizations will come into effect. The appointment of rectors is already made by the President in accordance with Article 130 of the Constitution of the Republic of Turkey and Article 13 of the Higher Education Law No. 2547.
